Los Angeles City News for Tuesday, Nov. 2, 2010 - NEW Zuma Dogg PUBLIC COMMENT AUDIO & City Council Update (Expect MASSIVE Municipal Pain, Over Next 2 Months as, "City Has Some Tough Choices To Make" - YOU'VE BEEN WARNED!!!)

ZUMA DOGG PUBLIC COMMENT from today's 11/02/10 Council Meeting (Plus some from last meeting at the end of the first two new comments.)


Today, the Los Angeles CAO department was at the council meeting to talk about the budgetary crisis. ZD had to leave and will watch it on the TV 35 playback, tonight, but I spoke with insiders in the office and said, "should i STILL be going with the 'headed for bankruptcy' -- all hell breaks loose, worst ever scenario...or have things improved...maybe not as bad as I'm saying..." 

CAO insider says, "no, no...you're still on message...it's REAL BAD (can't contain nervous smile)...

I ask, how long until we feel next wave of PAIN? They said, In the next 2 months." 

I asked, "What? More library closings...or maybe even some OTHER things (tongue in cheek)."

They said, 'gonna be a lot of tough choices."

 MEANWHILE: Ron Kaye says he was kicking and screaming at the TV today, during the discussion...so he has finally caught up with Zuma Dogg on that department. (Luckily, I keep finding new (used) TVs on the street alleys of Venice to replace the old ones.) 

BUT, the point was to let you know...if Ron's at point of screaming back at the TV...it couldn't have been a very satisfactory discussion at Council today regarding budgetary matters.

1st AMENDMENT in COUNCIL CHAMBERS UPDATE: For the second meeting in a row, Zuma Dogg spoke for entire two minutes at a time (the length of the public comment time, per item) WITHOUT BEING INTERRUPTED! As you know, not only is Dowd/Dogg waiting for the Federal Judge to eventually rule on the "Code of Conduct" portion of the lawsuit, which he already placed an injunction on a part of (over the Venice Beach portion); so perhaps they see which way this Federal wind is blowing -- and are simply choosing to begin conducting the meetings in the true spirit of the 1st Amendment of the U.S Constitution. 

FEELS GOOD..and I know it's a little bit uncomfortable for Garcetti or Zine to have ZD blasting stuff like talk of the Bloomberg news article on FBI investigations into L.A. City affordable housing projects...but that's what the small "d" democratic process is about. 

So ZD isn't gonna take advantage of it, and start to try and push it by yelling a little louder -- or try to take a little more liberties with the "on topic" rule. (Because I know once I start doing that, they WILL have to sit up and interrupt.) So hopefully, we've struck the right balance as allowed by their code of conduct (cause ZD wants to go MUCH further than council allows...FOR NOW)...BUT, it's MORE UNCOMFORTABLE than Council would prefer. 

So I GUESS EVERYBODY'S HAPPY...IF NOBODY'S HAPPY (all the way)!

Los Angeles City News for Thursday, October 21, 2010 - Oh no...EXPLOSIVE Memo on CURRENT CASE on L.A. City Corruption Emailed To ZD -- AND HE DON'T WANNA SEE IT! (Capishe!)

Oh no...the problem with being back on LA City TV 35 as extreme gadfly, is the extreme info comes out of the marble city hall woodwork, into our email inbox. The stuff on LAHD corruption was BAD & UNCOMFORTABLE enough. 

BUT THIS NEW MEMO THAT JUST CAME IN...is WAAAAAAAAAAY more than any single individual concerned citizen should be blasting. AND...the problem is...we all know I can't keep my mouth shut or keep from blogging it. (WHICH IS PROBABLY WHAT THEY KNOW.) So here are a few tweets to warm it up and see where it goes from here. I could DELVE and get the documents, and all that...but seriously...it's, "you don't wanna go there," stuff. Well see how cranky I get these next few days. It would be A DISASTER BEYOND ANYTHING CITY HALL HAS HAD TO ENDURE -- AND IT WOULD BE MORE THAN ZD WOULD BE COMFORTABLE TO ENDURE AS THE ONE SAYING IT. 

And it has nothing to do with the Asst GM of LAHD, but until THAT issue is taken care of...IT'S ALL LEVERAGE TOWARD THE GOAL!

    * City Hall will ask voters to cut pensions of new police & fire hires on March ballot.

    * LAHD (Los Angeles Housing Deptartment) CORRUPTION ALLEGATION UPDATE (while FBI investigates LA Housing Developer for bribes & illegal campaign contributions of elected officials. Villaraigosa took money in election that won him mayoral victory.

    * LAUSD set to vote, "yes" on $320 million in construction money, on heels of audit report saying lack of accountability and excessively wasteful spending. (No shocker, there.) And although board is already aware that State will not be delivering on expected funds, school board still wants to continue as though BOOMTOWN economy. Money for salaries, supplies and programs to be used for "solar panels." (How many more kids are "solar panels" gonna help graduate?)

    * 1st AMENDMENT VIOLATIONS @ L.A. City Hall during City Council Meetings: Just as Zuma Dogg & Matt Dowd return to Council chambers to expose more corruption, than ever, Friday's meeting was the WORST DISPLAY of FEDERAL PROTECTED SPEECH VIOLATIONS IN HISTORY OF ZUMA DOGG @ CITY HALL. (All while awaiting a ruling by Federal Judge that WILL NOT be going the City's way. They really need to be more careful. Dowd/Dogg (who filed the Federal lawsuit over City Council speech violations) only need so much money. Beyond that, we're just punishing you. (You're constituents WILL NOT be happy with the payout at critical budget times!)

    Metro's media office just e-mailed me what the emerging rules are on who can and can't use the lanes. Although earlier discussions had mentioned excluding hybrid cars that already had stickers allowing them to use the carpool lane, Metro now says they will continue to have access to the lane for free, although the minimum carpool requirement on the 10 remains three people.

    The idea for the lanes is that the tolls will change by time of day. When demand is high (i.e. during rush hour, for example), the price will be high to lower demand on the lane. Conversely, when there's little traffic, the price will be low. This is the same tolling scheme applied to the 91 express lanes in Orange County.

    "And for the sake of our economy, our security, and the future of our planet, I will set a clear goal as president: In 10 years, we will finally end our dependence on oil from the Middle East."

    If you're wondering what that means exactly, this chart from the U.S. Energy Information Administration shows the sources of oil used by the United States. The EIA also says:

    "The United States consumes about 21 million barrels (882 million gallons) of petroleum products each day, almost half in the form of gasoline used in over 210 million motor vehicles traveling over 7 billion miles per day."

    If you do the math, Americans are using about 3.78 million barrels of oil from the Middle East each day. So, if Obama is elected, the U.S. has a decade to find a lot of that oil somewhere else, reduce its oil use and/or find other ways to power our cars -- presumably without doing too much harm to our environment.

    Hundreds of airline service workers are back on the job at Los Angeles International Airport a day after going on a strike that threatened to inconvenience airline passengers throughout the Labor Day weekend.
    Union spokesman Mike Chavez says the workers went back to work Friday after Mayor Antonio Villaraigosa brokered a three-week cooling off period when negotiations will continue.

    Feinstein considers run for Calif. governor

    SAN FRANCISCO —Sen. Dianne Feinstein says she’s actively considering a run for California governor in 2010, but wants to see the results of the November election before she makes a decision.

    Feinstein, who didn’t attend the Democratic convention in Denver because of a broken ankle, told the San Francisco Chronicle that she might choose to stay in Washington if Democrats gain a large enough majority in Congress to move major legislation.

    “I can’t say that since this (convention) started I haven’t thought about it, because I have,” Feinstein, 75, said Thursday of a possible run. “I want to see how close to 60 votes we can get in the Senate, what the committee structure is and how best I can use my time. . .

    LAPD on the hunt for serial killer

    Victim An elusive serial killer, linked to 10 slayings in South Los Angeles and Inglewood over nearly two decades, resurfaced early last year to kill again, Los Angeles police officials said.

    Long stretches of time between known killings and a disjointed, often dormant investigation that spanned different generations of detectives left police unclear for years that a single man was behind the slayings. The latest slaying was tied conclusively to the others by DNA analysis in May 2007.

    “The day those tests came in, we realized we had a serial killer on our hands who has been active for 23 years,” said LAPD Det. Dennis Kilcoyne, who heads a task force of seven detectives charged with solving the killings. . .

Tonight from 6:00 p.m. to 2:00 a.m., the intersection of Sepulveda Blvd at Nordoff in Panorama City will be host to that checkpoint. Why this location? The LAPD says that "during the past year, Panorama City has experienced over 82 collisions involving an intoxicated driver. In addition, as of July 19, 2008, there have been over 485 “Hit and Run” traffic collisions in the Mission Area."

    Text Messaging to be IIlegal While Driving...

    ... if Governor Arnold Schwarzenegger signs a bill that's headed to his desk.
    Senate Bill 28, that begun making its way around the capitol in 2007 seeks to "prohibit drivers from sending or reading text messages while operating a motor vehicle. The law would go into effect on January 1, 2009, as an adjunct to the existing prohibitions against the operation of a cell phone without a hands-free device," according to State Senator Joe Simitian's website, who represents parts of Northern California.
    The bill is headed towards Schwarzenegger's desk, says the Associated Press. Currently, the hands free law is silent on text messaging while driving for adults.

    Today's the day that the city's Cultural Heritage Committee will review an application to make Griffith Park historic: Griffith Van Griffith and his family trust have applied for Historic Cultural Monument status, which if approved, would make the park the country's largest historic landmark. City Councilman Tom LaBonge is skeptical of the idea, worrying it could affect the park's maintenance and infrastructure (sewers, etc.); Ken Bernstein, manager of the Cultural Heritage Commission tells the LA Times' Joanna Lin a historical designation would not "freeze historic properties at a point in time." If the Cultural Historic Commission decides to formerly consider the application, they'll ultimately also have to decide whether to pass the matter to the full City Council. [LA Times]

    Griffith Park as a Historic-Cultural Monument?

    "Griffith [Van Griffith, great grandon of Col. Griffith Jenkins Griffith who the park is named after] is scheduled to appear today at Los Angeles City Hall to push for historic-cultural monument status for the park his great-grandfather gave the city 112 years ago," reports the LA Times. "At 4,218 acres, Griffith Park would be the largest such monument in the country. Griffith said the designation is needed to prevent commercial developments similar to those briefly proposed by city officials in a 2005 master plan." If the Cultural Heritage Commission vote to take in the application, they will spend the upcoming weeks touring the park and then decide to refer it to city council or not.

    Here's one of the maps that will be seen at the upcoming Westside Extension meetings that Metro will be holding in September. Metro won't say what routes/alternatives have made the cut, but we do know this: the above map shows all four remaining subway possibilities from last May and all four might remain as possibilities.
    As for which ones are staying put as Metro's recommendation and which ones got axed, we won't know until September (or maybe the day before the first meeting). "Some or all of them will continue forward," explained Jody Litvak of Metro. "It will be four or less."
    Some of the freshest news about the project is coming via their Facebook page, a first for Metro in social networking.
