The platform of my 2013 Los Angeles mayoral campaign is implementing "Quality & Productivity" at L.A. City Hall. That is the mayor's job in 2013 and beyond.
And after reading this quote in a blog post from RonKayeLA.com, Loss Angeles City Controller (and fellow mayoral candidate) Wendy Greuel came to mind:
“The vision is for this to be a city where people feel they can get a good public education and not spend their life on the freeways creating smog. It would be a city where you graduate from college and find a job. I imagine a city that is manageable in terms of quality of life, good recreation, parks, public libraries. TWO (2) POINTS from Deming's 14 Points IMMEDIATELY come to mind:
10. Eliminate slogans, exhortations and targets for the work force asking for zero defects and new levels of productivity. Such exhortations only create adversarial relationships, as the bulk of the causes of low quality and low productivity belong to the system and this lie beyond the power of the work force.
Deming calls them, "EMPTY EXHORTATIONS," and they seem to be the foundation of Ms. Greuel's entire mayoral campaign. Easy to read off a Santa Claus X-MAS list of what constitutes a perfect city, where everyone gets a good education, as they take mass transit to the job they were handed, upon graduation from college and we all meet at Mocha on Saturday morning -- and everyone is achieving their dreams.
BUT ZUMA DOGG ASKS, "BY WHAT METHOD?" THIS IS A JOKE! "A leader is practical. They have a plan, not too difficult." - Deming (READ THE LAUNDRY LIST OF ALL GREUEL IS GOING TO MAKE HAPPEN. Sounds great! HOW, Wendy?]
And in this video, Mr. Dogg applies "Q&P" to Controller Greuel in the, "that's not my job/not my department" area. Quality & Productivity's main goal is to remove barriers within departments that create loser-dummy talk, like "that's not my job," (after you were elected to do the job.) Plus, MORE on Zuma Dogg's vision of what the JOB of mayor SHOULD be.
